just wondering if someone could explain what HPositioning error means in EXIF data

It is a horizontal positioning error in meters.

...where DIR is the name of a directory/folder containing the images.  On Mac/Linux/PowerShell, use single quotes (') instead of double quotes (") around arguments containing a dollar sign ($).

I don't know the details, but basically it is the expected error in the accuracy of the GPS coordinates.
