Is there a formal proposal process for additions to the EXIF specification?
I just fired off an email with the same question to info@cipa.jp, but I figured I would ask here, as well.
The reason I'm asking: I'm a part of a web standards group that's investigating ways to attach information to image resources, providing web browsers with instructions on how to scale images for digital display. We're investigating using EXIF, and are wondering what it would take to add a new possible value (3 = Pixel) to the ResolutionUnit field.

Alternatively, how appropriate would it be to invent a new MakerNote tag format for this purpose?
I seriously doubt that you would ever get any meaningful response from CIPA.
The EXIF specification is sorely lacking in a number of areas, and pleas to improve the situation fall on deaf ears.
