How does the following (which I haven't been able to completely understand) apply? Is this just a proposal, or is it something that is supported?

I believe this should all be supported. Especially since IPTC uses ExifTool to generate their sample files.

I haven't looked over it completely but it appears to be more of a set of guidelines for dealing with and reconciliation of video metadata, similar to the Metadata Working Group's Guidelines for Handling Image Metadata (https://web.archive.org/web/20180919181934/http://www.metadataworkinggroup.org/pdf/mwg_guidance.pdf). I would say the core of it would be the IPTC Video Metadata Hub mappings page (https://iptc.org/std/videometadatahub/recommendation/IPTC-VideoMetadataHub-mapping-Rec_1.3.html). The page you linked gives the basic properties and the Hub pages show where to map such properties.
There's even a column on the hub page specifically for exiftool.
