I'm trying to identify the program that was used to create an .mp4. I see that "Apple" is listed with the "Handler Vendor ID", but nothing else.
Is there any way to probe further?

You should use the command in FAQ #3 (https://exiftool.org/faq.html#Q3) and add the -u (-unknown) option (https://exiftool.org/exiftool_pod.html#u--unknown), but in this case, there probably isn't any addition information.
Most video programs don't include information about the program used. If there is a Make/Model, that that can show the source camera, but this data is often removed when a file is edited.
