Title: Selftest failed in 64 bit Windows version 13.26

Test conducted in Central Europe, therefore time zone +2. Probably the test is wrong, but I wonder why the 32 bit version didn't fail.

    Test gave: "[File, File, Time] TimeStamp - Time Stamp: 2020:10:13 16:12:07.025765+02:00"
    Should be: "[File, File, Time] TimeStamp - Time Stamp: 2020:10:13 10:12:07.025764-04:00"

The problem is the round-off error in the last digit of the subseconds.

I'll patch this test to allow rounding errors.
