Where can I find a copy of the EXIF 2.3 specification? According to <http://www.exif.org/specifications.html> 2.2 is the latest.

Thanks for pointing this out. I have updated the EXIF tag name documentation (https://exiftool.org/TagNames/EXIF.html) with a link to the specification for version 2.3.
