Title: need help with timezone offset

Hello, I am using exiftool to set the timestamps of all my pictures/videos based on the filenames which I have set to YYYYMMDD-HHMMSS. The command I am using (probably over kill but mainly works) is

exiftool '-FileModifyDate<filename' '-TrackCreateDate<filename' '-TrackModifyDate<filename' '-MediaCreateDate<filename' '-MediaModifyDate<filename' '-CreateDate<filename' '-ModifyDate<filename' '-DateTimeOriginal<filename' '-CreationDate<filename' /Users/(my username)/Desktop/EDIT -overwrite_original

I place the files I want to modify in the EDIT folder and run the command. My issue is (and this is only for videos and I know this might never work properly for videos) is if the timestamp in the file is 20230101-120000 the date and time in google photos will show as 070000 GMT -5. Is there another flag I could add to my command to so that it would show as 120000 GMT -5?

Video time stamps need to be set to UTC.  If the videos were taking in the time zone of the computer they are being edited on, then you can add the -api QuickTimeUTC option (https://exiftool.org/ExifTool.html#QuickTimeUTC) and exiftool will adjust the time to UTC.  If the time zone is different, then you can either include the time zone when writing and the QuicktimeUTC will adjust it, or you can manually set it.
