if I add a tag, say a keyword tag, when the new file is created is jpeg file resaved? I'm wondering if I'm losing any picture quality by just editing the tags.

Hi Allan,
There is no loss in image quality because the image data is simply copied to the new file. ExifTool only modifies the meta information, not the image data itself.
