I downgraded back to version 7.38 and it worked again.

This is very odd, because the -r option has no effect
unless you specify a directory name on the command line, and
with the command you used, you are specifying JPG file names,
not a directory name.  So I don't see how this could work with
7.38.  However, the -d option is broken in the
Windows exe version of 7.39 -- I have just released 7.40
to fix this.
