Quick question:
When exiftool reports PDF Version 1.4 Encryption Standard 1.2 - is this 40-bit or 128-bit encryption? Please advise. Here is full output:
>exiftool b.pdf
ExifTool Version Number : 7.76
File Name : b.pdf
Directory : .
File Size : 349 kB
File Modification Date/Time : 2011:03:10 11:10:07-05:00
File Type : PDF
MIME Type : application/pdf
PDF Version : 1.4
Encryption : Standard v1.2
Warning : Document is password encrypted
First, you should update your ExifTool version. Support for AES-128 and AES-256 encryption and the ability to specify passwords was added in version 8.35.
But to answer your question, version 1 is 40-bit encryption.

Edit: I'll add the bit length to the value of the extracted "Encryption" tag in ExifTool 8.51.
Thanks for your quick reply!
