Ok, so people at Google/YouTube looked into it and confirmed that this is related to where the data is written: https://github.com/google/spatial-media/issues/285

Using ffmpeg I was able to prepare my video files so ExifTool writes the data where needed, by using the -movflags faststart option. I wonder if this can be done directly in ExifTool, but the problem is solved for me now.

It will take some time before I can look at this in detail.  Right now I'm trying to catch up so I can make a 12.66 release without too much delay.

...where DIR is the name of a directory/folder containing the images.  On Mac/Linux/PowerShell, use single quotes (') instead of double quotes (") around arguments containing a dollar sign ($).
