HEVC Videos taken on Android vs iPhone -One shows thumbnails, the other doesn't

I have 2 HEVC videos, one taken by an Android phone and the other taken by iPhone. Both are more than a minute long. Windows shows thumbnails for the Android one but does not show it for iPhone. I already have the HEVC Video Extensions installed.

I examined the metadata and I don't see anything that would cause it to not show the thumbnail.

Anyone know what could be causing it and how to fix it?
