Rotation Data for Extracted JPEG Previews

When extracting previews from raw files (CR2, RAF, etc.) we have seen examples when the preview did not have rotation data often used by previewing engines to automatically orient images upon display.  Before digging into this in detail, can anyone tell me if raw typically will inject that data into its previews?  Should we except that data to be there?  Or do we need to inject it after extraction?

Thanks in advance for your time in reflecting on my question.

Typically the preview must be rotated according to the Orientation of the RAW image.

Yes, but do most camera manufacturers inject the rotation metadata into the previews as well as the raws?
