2 sets of identical photographs (1.29 GB) there is an hour difference in exif

I received two sets of photographs from two different sources.  In one set, the exif data matches the pics.  In the other set there is an hour difference in the date modified time.  Is there a valid explanation for that?

The timestamps in the EXIF data are identical.

This is most likely FAQ #3.  What ever you are using to look at the time is not showing you the EXIF data.  Most likely it is showing you the file system timestamps which are more likely to be different.
* Did you read FAQ #3 and use the command listed there?
* Please use the Code button for exiftool code/output.
 
* Please include your OS, Exiftool version, and type of file you're processing (MP4, JPG, etc).

I tried to verify by clicking on the picture-it is only giving me the file information, not the properties.  In the actual file properties is says the time modified is 652 am
