picture exif data in Win8.1 vs. WinXP

I already posted the question in MS forum but no one could give me an answer if not "Unfortunately; it seems to be by design which has been depreciated in windows 8.1."

There, I have just added a further update with hex dumps about some pictures.

The issue at a glance.
The shot date of pictures, I always viewed in Win XP res.explorer, is no longer or not always displayed in Win 8.1
Specifically the date does not appear in all the photos edited and saved by an editor no longer supported but very valid and I still am using.  Note: the date is in Exif data, both WinXP and many other programs can seek it as I documented, and  his presence is evident in the hex dump (look at link).
Therefore I ask if you can help me and if ExifTool can be useful to correct a possible malfunctions.
Could somebody take a look and find an explanation (and possibly the solution?).
Looking at hexadecimal dump of the files, I can see that exif data are at different addressses, in particular the shooting date (Win8 defines it "acquisition date") is correctly seeked when  at h0292 or h02aa or h02a4 but not at h028c (here is in the file saved by the editor program I said) while WinXP never had and still does not have such a problem alike all other picture managing programs I use.
