DateTimeOriginal vs. CreateDate Mismatch

I am looking at the EXIF for some pictures taken from a ZTE Z797C.  There is a discrepancy that I can not explain.

The DateTimeOriginal is listed as 6/28/2015, while the CreateDate is shown as 12/8/2002...well before this phone was even made.  This discrepancy occurs in at least 5 files.

The filename appears to be a timestamp, and agrees with the 6/28/2015 timestamps.

Can anyone help me understand this?

I found a photo on Flickr from the same phone and it comes back with similar createdate.

It's probably just a bug in the phone's firmware.  I'd say you can either fix it with exiftool if you want or just ignore it.
