broken CIPA Multi-Picture Format link

On the Writing Meta Information page, the CIPA link under 2009-06-12 is broken.  According to the Wayback machine, it broke sometime between Sept 2013 and March 2015.

* Please use the Code button for exiftool code/output.
 
* Please include your OS, Exiftool version, and type of file you're processing (MP4, JPG, etc).

I have changed the CIPA link to this:  http://www.cipa.jp/std/std-sec_e.html

...where DIR is the name of a directory/folder containing the images.  On Mac/Linux/PowerShell, use single quotes (') instead of double quotes (") around arguments containing a dollar sign ($).
