Change Apple RunTimeValue

Is it possible though a workaround to change the value of Apple RunTimeValue?

I think this tag is a bit on the obscure side without much demand for editing, so finding a program to do so might be difficult.

There's always directly editing the file with a hex editor, but if data is added/removed, that might cause problems elsewhere depending upon the file format and if the format calls for finding data at an offset.
