Why might tools think there is not IPTC data?

Hello, I upload images to agencies that extract data like keywords and descriptions from the .jpg files.  Once in a while the image appears without the data and I have to manually input it.  It happens consistently for that particular image on multiple agencies so I'm sure there's something not quite right in the data but I can't tell what it is.  I use exiftool to apply a set of data to the image quickly and conveniently but sometimes it ends up in this state.  Is there a test to see if there are mismatched tags or things that might make some tool feel the data is missing?

I was having trouble with missing the Marked=true tag and when I added that (along with Copyright=true) it cleared up a lot, but I still get this problem once in a while.  When I was missing the "Marked" tag the keywords and description didn't appear when opening the file with Photoshop CS3 but did appear with Photoshop CS2.

Thanks for any pointers as to what my problem might be.

Update:  After a number of email exchanges and testing, it appears
that there may be something in the pre-existing photoshop information
that was causing problems for the image agencies.  If exiftool was used
to delete other information and rebuild the IPTC from scratch, there
was no problem.  However, the exact reason for the incompatibility
is not yet known, and an email has been sent to one of the image
agencies in hopes to get some answers.
