xmp read-only metadata

I would like to know if there is a way to make xmp metadata read-only. I've read in xmp specs that there is the "end" attribute, which could be set to
"r" (<?xpacket end="r"?>
, but I don't know if it's the solution to go. Some users may distribute their images and fear that their metadata be modified.
The file could also be set as "read-only", but again, is it the best solution?

From the XMP specification:

   NOTE: The use of "r" does restrict the behavior of applications that understand
    the file format and are capable of properly rewriting the file.

(like exiftool)

There is no way that I know to mark metadata as read-only.
