can exiftool set the ppi-resolution in a jpg

Yes.  There are 3 places to do this:

1) If the file has EXIF, write EXIF:XResolution, EXIF:YResolution and
EXIF:ResolutionUnit.

2) Otherwise, write JFIF:XResolution, JFIF:YResolution and
JFIF:ResolutionUnit.

3) As well, if the image has Photoshop information, you
should also update Photoshop:XResolution and Photoshop:YResolution
(these are in inches -- no resolutionUnit to set here).
