Can't create JPG files from scratch

This is the error ExifTool returns when I attempt to add keywords, title, and a description via an argument file. By the way, the argument file works fine with several other images. The original JPG file appears in window's Explorer as a single verticle line, but all the properties (EXIF, IPTC, etc.) data appear intack. Additonally, other photo editing tools (Corel PaintShop, MS Word, MS Paint), seem to see the image fine. I've tried re-writing the image using one of the above photo editing tools, but there is no change in results, Explorer shows the image as a vertical line, and EXIFTool says he cannot create JPG files from scratch. Any idea how to fix or diagnose this problem?

The problem is that exiftool doesn't think you gave it
an input file name.  Show me the command line and argument
file and I'll be able to give you more details.

Alas, I found the problem here. It is the command line itself, and her does not like to see any peculiar symbols in the filename or folder of the -o parameter. Characters such as " '@ (double quote, space, single quote or at-sign) cause parsing problems. I don't know yet if this is an ExifTool problem or a problem with Powershell. In the meantime, know this challenge.

You've got to understand your shell.  From

than a normal Windows command shell.  I'm sure you'll
be able to get this working once you figure out which
characters need quoting and/or escaping in the command
line.
