Preview not always considers EXIF orientation

I see that for some pictures the "Orientation" is considered for preview display (in lower left corner), and preview orientation changes if I change the field via ExifToolGUI, but for some other pictures this is not the case. But even those pictures, where ExifToolGUI preview is not correct, are shown in correct orientation by e.g. Picasa.
