Moving images to new folder based on File Modification Date

I have thousands of recovered images in one folder. I successfully moved thousands to folders based on their creation date using
exiftool '-Directory<CreateDate' -d /Users/wayne/Desktop/newfolder/%y%m%d -r /Users/wayne/Pictures/from\ disc

However thousands reported no creation date metadata which I verified.

Subsequently I changed the instruction to the File Modification Date using
exiftool '-Directory<ModifyDate' -d /Users/wayne/Desktop/newfolder/%y%m%d -r /Users/wayne/Pictures/from\ disc

Again hundreds of files remained, however when I exiftool numerous of the remaining file they present with FileModifyDate data, any ideas why these files are not being processed?

ModifyDate and FileModifyDate are different tags.  ModifyDate is an EXIF and XMP tag.  FileModifyDate is a system tag.   The latter is probably the tag you want to use.
* Did you read FAQ #3 and use the command listed there?
* Please use the Code button for exiftool code/output.
 
* Please include your OS, Exiftool version, and type of file you're processing (MP4, JPG, etc).

...where DIR is the name of a directory/folder containing the images.  On Mac/Linux, use single quotes (') instead of double quotes (") around arguments containing a dollar sign ($).
