I have a number of Cache-Exiftool folders on my C-drive in the t \AppData\Local\Temp\ folder.

Question: what is the use of them?

Can these folders be deleted?

They may be deleted.  exiftool.exe will re-generate them as required, but you will notice a delay of a few seconds when exiftool starts up if they were missing.  exiftool.exe is a self-extracting Perl archive.

...where DIR is the name of a directory/folder containing the images.  On Mac/Linux/PowerShell, use single quotes (') instead of double quotes (") around arguments containing a dollar sign ($).

I have a similar question regarding a old version 12.25, is it normal that it updates the whole cache folder every day and it can contain up to 150 folders and 900 files? I just noticed that I have from this old version a cache folder but it got changed about an hour ago and almost every single file was changed. When I uploaded the exiftool.exe to VT it showed me it is "detected" with "Downloader.Banload".

I recommend deleting the exiftool cache folders and downloaded the most recent version.  Newer versions use a separate folder that you copy to the location of the exe instead of unpacking all the support files the into a cache folder.
