Can exiftool be used with android?

Yes.  Provided you can install Perl on Android, which should be easy.  (I run ExifTool on my iPod Touch, which I would think is much more difficult than Android because you must get around the BSD jail.)

...where DIR is the name of a directory/folder containing the images.  On Mac/Linux/PowerShell, use single quotes (') instead of double quotes (") around arguments containing a dollar sign ($).

There  is http://code.google.com/p/perldroid/
Maybe this is all you need for exiftool with android?

exiftool.apk would be nice ;-)

I see some nice things in combination with http://code.google.com/p/android-scripting/
