RAW images not showing right timezone in Photos.app

Great discussion above about the lack of awareness by the MacOS Photos App re Timezone information in RAW files. I can confirm that the same problems still exists in Photos Version 10.0 (760.6.150) (MacOS Sequoia 15.5). No matter what changes I made to the meta data, e.g. add OffsetTime... tags, the Photos App always interpretted the timestamps in the meta data as the time zone of my computer.

My work around was to import the RAW file with a matching JPEG. In that case the JPEG+RAW pair was treated according to the timestamps and timezone of the JPEG file. I found a JPEG preview in the RAW image file. Once it was extracted the resulting JPEG had to have meta data added to it. The meta data came from the RAW image file.
