HEIC files and the IPTC tag group

Exiftool says that HEIC (and HEIF) files do not support the IPTC tag group. And true, I cannot write to any IPTC tags using Exiftool.

If I enter information into what Adobe Bridge is calling IPTC Core (Headline and Description, for example) that information is written to the HEIC files, however Exiftool shows it as being in the XMP tag group.

Is Bridge just claiming it's in IPTC but putting it in XMP?
What's actually going on here?

There's a difference between IPTC IIM, the old legacy standard, and IPTC Core/Ext, which is the newer standard.  IPTC Core/Ext is XMP data.  See XMP-iptcCore and XMP-iptcExt.

Additionally, more than a few tags in the IPTC Photo Metadata Standard appear in other groups than either of the above two. According to that web page, they include XMP-dc, XMP-exif, XMP-photoshop, XMP-plus, XMP-xmp, and XMP-xmpRights.
"It didn't work" isn't helpful. What was the exact command used and the output.
