Metadata for a colour tag that will work on Windows and Mac

Greetings and Happy New Year.

Is there a metadata tag that can be used on both Mac and Windows, that relies on an enumeration rather than the Label tag, which is pure text and thus can't be easily localised?

macOS Finder Tags are absolutely ideal since they can also represent both a colour and text but, of course, Windows doesn't possess such a useful feature.
