launch ExifTool on Windows

Good afternoon!
Prompt how to make possible ExifTool start under Windows, but without the Strawberry Perl or ActiveState Perl installation?
The version under Windows on a site, but at each start it is unpacked in the %temp folder of % and because of it parallel start more than one copies isn't possible.
How it is possible to make ExifTool start without installation of any programs and that the size was minimum?

I am concealed in fact by option if to make two folders:
— bin\perl.exe + perl#.dll
— the lib folder where there is ExifTool and all necessary components.

I don't know, and as to me to make, that I in the lib folder had only necessary components as it is made in version ExifTool under Windows.

ExifTool needs Perl to run.  It must exist somewhere (usually in a system or temporary directory) if you want to run ExifTool.

The only alternative is to use a Perl compiler, but I don't think that there are any reliable Perl compilers that exist right now.

...where DIR is the name of a directory/folder containing the images.  On Mac/Linux/PowerShell, use single quotes (') instead of double quotes (") around arguments containing a dollar sign ($).
